CIVIL AFFAIRS POLICY DIRECTIVES

Organisation.

MEDICAL AND HEALTH POLICY

The organisation of the Medical Department existing in December, 1941,

should be restored as soon as possible, with the exception that the staff of anitary Inspectors previously employed by the Department should be transferred to the establishment of the medical anitary Department and seconded for duty as required.

2. Policy.

The general direction of medical policy should follow the lines laid down in the Colonial Office Faper, Miscellaneous No. 305, on Medical Policy in the Colonial Empire, Essential health services should be restored to their former level as early as possible, particularly in view of the specially vulnerable position of Hong Kong in regard to the introduction of transmissible disease.

Epidemiological Information.

It should be the policy of Government to play its full part in the re-establishment of the Far Eastern Bureau of the League of Nations, or of any other regional organisation which my take its place, for the exchange of epidemiological information.

Legislation.

Public Health legislation in force in December, 1941, should be revived. The Urban Council Ordinance and the various Public Health Ordinances, as well as the Regulations and By-laws made thereunder, should be revised as soon as practicable in the light of the experi enc e which had beèn acquired of the working of these Ordinances, Regulations and By-laws.

University of liong Kong.

It is very necessary that the Medical School should be re-ope ed as soon as possible and that it should resume its former activities in the fullest degree. In this connection there should be brought to the notice of the University Council the special need there is for the clinical teaching of senior medical students and for post-gradue te health education.

6.

Training of Nurses.

Adequate facilities for the training of Nurses and Kidwives should be r stored and both the Aurses and kidwives Boards should be re-constituted as soon as practicable.

7. Health Inspectors and Health Visitors.

Arrangements should be made for courses of instruction and training for Health Inspectors and Health Visitors and for the re-establishment of the Hong Kong Board of Examiners of the Royal

Sanitary Institute.
